Lots of good choices here, but I'll add one: Holly Coles' rendition of Tom Waits' "Take Me Home" on the album "Temptation". Just wow.
A very beautiful heartfelt performance from great jazz pianist Jacky Terrasson and lovely Cecile McLorin singing Oh MY Love, a John Lennon number.

@ghasley and @bigaud, Billy Paul's version of Elton John's Your Song is the best!

I miss Warren. That's a great song and a great disc. Little man with a big voice.
"Accidentally Like A Martyr"

The phone don't ring
And the sun refused to shine
Never thought I'd have to pay so dearly
For what was already mine
For such a long, long time

We made mad love
Shadow love
Random love
And abandoned love
Accidentally like a martyr
The hurt gets worse and the heart gets harder

The days slide by
Should have done, should have done, we all sigh
Never thought I'd ever be so lonely
After such a long, long time
Time out of mind

We made mad love
Shadow love
Random love
And abandoned love
Accidentally like a martyr
The hurt gets worse and the heart gets harder

I don't know the title of this song or singer.  I heard it on a 24 hour no commercials or talk, all Christmas music nights.

Song was about this young man driving to a school Christmas party.  He saw this girl walking.  Picked her up.  Took her to the dance.  They had a great time.  On the way home she said she was cold so he lent her his jacket.  Dropped her off at her house and good nights.  On his way home he forgot about his jacket.  Went back to the house he dropped her off at.  Knocked on the door and this elderly man answered.  He told this man about this young lady he just dropped off there and his jacket. The elder man got upset.  Explaining that she died on this night a year ago on her way to a school party.  Unbelieving, the father? takes him to her grave.  Hanging on a tree next to her grave was his jacket.
Wow....
The other day I was buying a CD called Compact Jazz by Oscar Peterson. The woman who was checking my purchase out was reading the songs on the CD. She said oh my God, The Shadow of your Smile, and began to cry. So in honor of Joanne, easily in her sixties, I'm submitting The Shadow of Your Smile which is admittedly a stunningly romantic song. She's originally from Italy so I'm guessing Frank Sinatra or Tony Bennett would have been her pick.
Come on gang, actually some great selections here.

But how about “At Last”, Etta James!
Mink DeVille. Just To Walk That Little Girl Home. And from a great classic Mickey Roark movie The Pope of Greenwich Village.
 Bella Maria de Mi Alma (Beautiful Maria of My Soul)  by Antonio Banderas.

The video might be a little smarmy, and for plot line purposes Armand Asante is shown singing, though it was sung by Antonio Banderas.  But one need not speak a word of Spanish grasp the romance of this beautiful song.  If you've never heard it...  https://www.youtube.com/watch?v=HxyY0_x2fec

If you don't mind no words but just music, then try Beauty of Love by Shardad. It is a very compelling cd especially "Connies Butterfly"
Lady May by Tyler Childers is a sweet love song. It’s difficult to think of the best ever.
“The Book of Love”
- Peter Gabriel version
“Gigantic”
- The Pixies, sung by Kim Deal
Off the top of my head in no particular order.

Cherish, The Association
Maybe I’m Amazed, Paul McCartney
Unforgettable, Nat King Cole
Wonderful Tonight, Eric Clapton

JD

A few more that I can think of:

How deep is your love - Bee Gees
Words - Bee Gees
To love somebody - Bee Gees
You're my home - Billy Joel
Annie's song - John Denver
My eyes adored you - Frankie Valli

Hats off to Mickeyb for Grant Lee Buffalo and Honey Don’t Think….unique vocal style.
Can’t believe I’m saying this but,
ELO - Telephone Line
stops me every time.
Unrequited love doesn’t really qualify as romantic…or does it?
Elvis Costello - She is my GFs choice

"Maybe I'm Amazed" (already mentioned) is an incredible love song.

I'm amazed that PM is able to make it through it.

I also like "Sara Smile".

Not certain if the OP's query is meant to include love songs, which can differ from romantic songs.

DeKay
“At This Moment” Billy Vera and the Beaters. Also covered by Michael Bublé. “If you stay I would gsubtract 20 years of my life.” Hauntingly beautiful in every way.
@pgaulke60

Moments can make the song and the song can make the moment. A beautiful moment and Alzheimer's is cruel.

A few through the years that are fun to remember.

* I'm so proud-The Impressions
* Maybe I'm Amazed-Paul McCartney
* Here's an obscure one: Suavecito-Malo
* Several by Tower of Power-Still a Young Man, All the City Lights
* Keep on Walking-Gino Vanelli
* Always and Forever-Heat Wave
* Skylark-(several versions I like)
* Someone Like You-Van Morrison

and one that probably shouldn't be romantic, Billy Paul's version of Me and Mrs. Jones.

We could all go on forever but at least for me, it would be remembering moments framed by a song...or an album. For my wife and I it is Coltrane-Hartman.
Last Night Of The World
- Bruce Cockburn
Breakfast in New Orleans, Dinner in Timbuktu
Without a doubt, for me it is John Hiatt's "Have A Little Faith In Me".  Played and danced to that tune on our plywood floors with my future wife just before I flew back home to conclude an overseas romance.  She was worried, but that dance and song provided real comfort to us both.  We had a wonderful 30 year marriage, only interrupted by Alzheimer's Disease.
Obviously there is only one answer, missed by all above.  "Love Serenade," by Barry White, is the most romantic song of all time:

@aubreybobb,

"My pick is ’some enchanted evening’. By anyone. Just heard it for the first time a couple of years ago whilst watching South Pacific. Can’t get it out of my head."

One of the best songs from a legendary soundtrack.

How I wish it had better sound quality.
Smooth Operator- Look up the word Sultry in the dictionary and you will see a picture of SADE.
How Do I Live - LeAnn Rimes
I realize this post was about personal preference of romantic songs, but this one has some statistical backing as the favorite of many people:
#4 all time on Billboard’s Hot 100 and the highest rated love song.
69 weeks on the chart, with 62 of those weeks being in the top 40, 32 weeks on the top ten and 25 in the top five, all records at the time.
Imagine a song staying in the top 40 for 62 straight weeks. Mind blowing.
And it made a nice contrast to the insanity of Malkovich, although that was the Trisha Yearwood version used in Con Air.
