When I connect to the woofer only it is a faint crispy treble sound. When I connect to the tweeter there is a dull sound.

Yes. But put the jumpers back in, in the mean time. Just listening to the woofer has got to sound terrible.

No. You need jumpers now. You’re only running part of your speakers.
Here’s a picture with jumpers. You can make jumpers with short pieces of wire, if needed.

Put jumpers in and be done with it. If you're thinking about bi-wiring for sound improvement, you're looking in the wrong place. Go with bi-Amping.

Something sounds wrong. PSB makes pretty good speakers and certainly don’t design speakers with the glaring flaws you’re describing. I’m guessing there’s a problem somewhere and replacing jumpers won’t likely fix it. Bi-wiring budget speakers seems silly. If anything, demo some jumpers and go from there, but something else seems amiss.

The theory of bi-wiring is that separating the current of each driver improves clarity. If you use jumpers and bi-wire you are eliminating the benefits because now the current flow will be equivalent in both sets of wires.

@teeter ^obviously^ … but at this point the OP could cut up and old extension cord and use that wire if he/she was too lazy to leave the house.
“no wire” jumping over, is worse that using some “non magical” speaker wire.

I got ahead ahead of myself. I realized that there were no jumpers. I owned a another pair Stratus Mini's years ago and used them with a Bryston 3B-SST. I removed the jumpers and used JPS Labes Biwire cable. That is probably the issue. I have biwire cables coming tomorrow.

I think that you’re missing the part where
- The OP said that there were no jumpers
- The OP ordered bi-wires
The paper clips would actually give the OP a listening experience before the new bi-wires arrive.
My recommendation is along the lines of what some would refer to as “Clear thunking”
