Too many to list, so 3 suggestions. 1st is from the '60s but I didn't hear it 'til 2 years ago. 2nd is very recent. 3rd is classic bossa nova.  All 3 are quite romantic (and blue):

There are so many, but two that come to mind are Gato Barbieri's Europa, and Van Morrison's Wild Honey

Great topic... I’ll add these:

You Must Believe in Spring -  ( Legrand & Bergman ) Tierney Sutton has made a beautiful version of this.

Long Ago and Far Away - ( Kern and Gershwin ) - Jo Stafford

Every Time We Say Goodbye - ( Porter ) - Ella Fitzgerald

Little Prayer - Dave Catney and Sandra Dudley

Oh my, what a neat question to ask and answer! There are sooo many to choose, but I'll limit to just a few that give me goose bumps...
1) Without You - Harry Nilsson2) I Want Your Love - Anthony Phillips(former Genesis)
3) Kathy's Song - S & G4) For Emily, Whenever I May Find Her - S & G5) Fields of Gold - Sting6) The Last Time I Saw Her - Glen Campbell (orig. by G. Lightfoot)7) The Coldest Days of My Life - The Chi-Lites
I can only comment in terms of what stirs me:

”I’ll Never Find Another You”
”Never My Love”

I am not really fond of them, they simply hold tremendous sentimental value for some reason.
Isn’t it romantic - Diana Krall
I love my wife - Sinatra
Crazy - Willie Nelson (or the Patsy Cline original)
Con te partiro - Andrea Bocelli
The way you look tonight - Chris Botti
When I fall in love - Nat King Cole
My wife and I got married almost 25 years ago, and there were two songs we specifically wanted played at our wedding:

Natalie Cole - Peaceful Living
chumbawumba - Tub Thumping

Both of us had survived fairly rough divorces, and wanted to dust ourselves off and start off right. They both still get us to dancing and smiling, but now more of a celebration than an anthem.
Roberta Flack was a good call. so, off the top of my head, "the nearness of you". by Annie Lennox. i like these best song lists. i look em up on qobuz and add them to the "purchased" list
The Beatles.

Hard to choose between 'Something' and 'Why Don't We Do It In the Road' of course.

That Sergio Mendes version of The Look of Love is just sizzling hot. Fantastic horn parts and incredible cymbal smashing, not to mention the sultry way the female lead(s) sing their parts. I play it for my 20 something daughters to hear what the old folks listened to and they admit it's a pretty hot song.
"Have I Told You Lately That I Love You." Van Morrison.
It literally brings tears to my eyes for all the right reasons.

Hands down most romantic -

“Cuddle Up” on Carl and the Passions “So Tough” album

The Moon Represents My Heart - YouTube, My first posting as well. I won't repeat some of my other favs that have already been listed here. This song sung by an amazing vocalist, Zhao Peng. The translation is noted from one of the comments.... Zhaoyu Chen3 years ago His name is Peng Zhao, nicknamed "vocal subwoofer." He is one of my favorite singers. For unknown reason, he is not one of the top-notch singers in China though. Anyway, I love his voice and most of his songs. As far as I know, there is no English version for this song, for which the original singer was Terasa Teng, who is the most renowned Chinese female singer EVER. However, I can translate the lyrics as follows: You ask me how much I love you. to what extent I love you. My affection is true, and my love is true; the moon represents my heart. You ask me how much I love you. to what extent I love you. My affection will not switch, and my love will not change; the moon represents my heart. So gentle is a kiss, and I am so moved by it; so deep is the love, and I'm still keeping it in my mind up to now. You ask me how much I love you. to what extent I love you. You want to ponder it, and you want to look at it; the moon represents my heart. (Interlude)You ask me how much I love you. to what extent I love you. You want to ponder it, and you want to look at it; the moon represents my heart.

Roberta Flack - The First Time Ever I Saw Your Face - 1957 folk song written by Scottish political singer/songwriter Ewan MacColl

It Makes No Difference - The Band. Rick Danko’s emotional singing works all the time.
Lots of romantic songs here.  Let me add the song that Frank Sinatra called the most romantic song ever, and that is "Something" by George Harrison.
