Unless, you are just pulling our chains, I think that what you are referring to is the soft plastic "netting" that is on there not for audio reasons but, is there only for the protection of the connectors during shipping and handling. They are to be removed when the cable is in use.

That always reminds me of buying a pear or other fruit at the grocery store. The netting is to keep it from getting damaged. I always assumed they leave it at audio shows because they are in a rush to set up and will be taking everything back down in a few days. Also they might lose it, so keeping it on makes sense. |
+1 @mwh777 - He is right in that the plastic netting is just there to protect the connectors so they don't get the new shiny surface all scratched up when packaging and shipping. That is all it is.
