Any recommendation for a modern FM tuner
Brian is exaclty right about the tuners from the 70's and 80's. I've got a yamaha from '78 that I absolutely love. However, I also just picked up a Parasound Halo tuner and have been really impressed with its performance. 
Paradigm Reference Signature Series
As far as the tweeter goes, it may have needed a little break in. Paradigm can sound bright before proper break in. Also, any idea what the associated equipment was? I have not heard them, but can't wait. I'm a huge paradigm fan!

I agree with RSbeck, you won't find 803's for 2500. I also agree that the Revel F30 would be an excellent choice.

It would be quite helpful if you mentioned the type of music you listen to, how big your room is, and what type of sound you hope to acheive. Without that information, there are too many possibilities to offer. 
I have a general question about surround sound.
I guess I kind of feel like you are under estimating reflections. A reflection can sound as lifelike and be dynamic as direct sound. To me, that is the point of multichannel music. Although I have not adopted it yet.
