Help with NEW MC cartridge putchase
I agree with the above...40dB isn't much gain. Go with a high output like the Benz Glider (HO version) or something similar. 
Inexpensive Amp and Speakers
If I were you, I'd check out so called "vintage" receivers from the late 70s (or early, early 80s)...you know...the giant silver things from Yamaha, Pioneer, or Luxman. I think that would be your best bet for $150 (some of the nice ones cost close...

I've never heard a Grado, but the Benz Gliders come in three different output voltages...you might want to check them out.

Preamp mods/Why capacitors?
They do wear out over time (some more than others), and yes...many people believe that some capacitors sound much better (or more transparent) than others (the same goes for resisitors, wire, and other parts too). Auricap, Hovland, and Black Gate ... 
Suitable pre-phono for Benz cart
I used my Glider with a Black Cube and an Audiomat Phono-1...both worked great. The Black Cube has internal switches to change settings and the Audiomat adjusts itself automatically. 
Phono preamp
I'm not sure, but I bet it's just as good or better. They took their phono pres seriosuly in those days because it was the main source for most people. I think you'd probably have to spend a lot more than $100-$300 for a better one. 
CDR playback in DVD player
Pioneer's DVD players (expensive and cheap) play CD-R and CDRW discs.

I'm not familiar with the CAL sound, but the Elite Pioneer DV-05, DV-09, DV-38(?), and DV-47 are all supposed to be pretty nice sounding players in their stock version. I own the DV-05, and I've seen them often for $300-$400 used. THe DV-09 is eve...
