LCD TV - Are they reliable ?

Ngjockey is probably correct with placement. Also, this Pioneer receiver is not going to soundstage that well. Everything else looks okay including the PSB speaks. You did not mention CD/DVD source which could also be out of whack here.

Arcam Solo Mini and Mordaunt-Short Carnival 1 monitors plus Signal Cable speakers cables and stands. New price would be $1,300, so used should hit the $1,000 mark. I see the Mordaunt-Shorts for around $170/pr. new.

Monitor Audio R90 sats with the R360 sub are quite good, affordable, beautiful in Rosenut (both sat & sub) and have a very high WAF. Nothing to sneeze at. 
Best Louis Armstrong LP to Start With?
Second the Ella & Louis Again. Vintage Armstrong and very decent non-monkeyed with recordings. 
What do you do with all those CD's??
Need CDs live in the same area as the system. I keep 1,400 in a custom built floor to ceiling cabinet in a spare bedroom and simply haul them out by the handful when needed.

The 4 large pillar Targets when massed will not tip over without great effort. They also have substantial sharp spikes. I use poster putty to secure my monitors. Whole thing works pretty well. 
Budget preamps less than 3 bills......winner is?
B&K Sonata is very decent for the money. Used should be close to your budget.

Dynaudio 42. All of the great attributes of English speakers but with a bit more dynamics and not with so much of a rolled off high end. Great with vocals and acoustic piano. 
NHT Superones or Magnepan MMG W?
Super Ones are much easier to drive than Maggies. In fact your power does not have enough dampening factor to control the Maggies' panels. Better soundstage with the NHTs also.

Any of the "Book" recordings are great. Ella sings the Gershwin book, etc.

Yes. These were well recorded to begin with so JVC had something real to work with. I own several XRCDs and they have never missed.
