DAniele - Contact Herron (Keith Herron) and ask about used units, even a VTPH-1. I have not heard ANY ARC phono stage that bests Herron phono stages. 
Hurst motor rumble?
I've never thought about "dropping the needle" onto anything that didn't have some kind of spiraling groove toward the center of the turntable. My tastes in music don't venture out that far. If the noise doesn't happen during playback, who cares? 
Rega arm vs Sumiko
Rega 250 arm? Good for toasting marshmellows. MMTs are for playing vinyl.

Agree with the Herron choice. I have a VTPH-2, plenty of gain, spectacular performer. I have not heard anything better, not heard anything as good. 
favorite phono cartridge
I've had several carts. Currently using my favorite, an AT OC9/II. I;ve tried a few others including a Lyra Clavis da Capo. I just like the OC9/II the best. Works exceptional well with a Herron VTPH-2.

Lewm - Minimum should be 1:100 ratio between the two. It is supported by more than one manufacturer.

I have to second the Herron VTPH-2. I have one because I haven't heard anything as good. At any price. It is tubes, but without bloat or excessive warmth, and it's dead quiet.
