Int. Amp Recommendation
The Portlal Panache. I understand these are tested with Apogee's for quality control. That's a speaker most separate power amps won't handle. 
Please Help with DAC...

Just noticed you have a Rotel processor. I'd try it to see if I liked it. Rotel has a good reputation in this area. Definitely worth a try. 
Van Alstine
Frank Van Alstine's has been doing this since I think the 70's. Is deservedly highly respected. He's a no hype, no b.s. kind of engineer. His products are rarely for sale. 
Room Size and Loudness
Treatment helps, period. Room modes are there, laws of physics that cannot be denied. Go to realtraps.com and read. Once you do use some room treatment you'll wonder what you were waiting for, I know I did.

What is the best DAC to buy used in the $500 range
You'll rarely see a Scott Nixon tubedac for sale and there's alot of raves about them. New ones are around your price. I've not heard it but several people I respect have told me it's outstanding. Definitely worth checking out.

Why are big speakers in small rooms bad?
Try the speakers. All rooms should have bass traps anyway but a smaller room could easily need more of them. I've used very large speakers in my 12x17 room and have no problem. I sit 9 feet from my speakers and even with first order crossovers am ... 
Are the H2o signature monos stable dwn to one ohm?
A Parasound HCA 3500 will also drive the Kappa 9's. 
Causes of long term listening fatigue?
Brightness caused by speaker and/or room is numero uno. Also hardness and grain I cannot deal with anymore. So I feel any component or possibly a combination of components can cause LF.

What sonic characteristics matter the most?
I'll agree with Aroc and add bass done properly which to me means proper weight. Also agree that planars tend to sound more real than cones for accuracy.
