You don't mention your turntable....you very likely would eliminate the problem with damping....and would bring better sound to your system as well. Your explanation of the problem indicates an "iffy" match of cartridge to tonearm.

VPI Classic platter - is center milled?
The rubber mat that gets static attractive to the record when you lift the record off of the platter has been replaced by a non-attractive rubber mat.

DCTOM - I can't understand how you can say the original LP, and the LPS are close in performance. I hear an enormous difference between the 2 cartridges...the LPS being much, much better. I'm using the VPI printed arm. 
VPI Classic platter - is center milled?
The classic platter has a depression in its center....it looks like it would accommodate the label of a record. I tried with and without the rubber mat...the rubber mat wins for me. Without it the sound is too - errrr metallic

Scoutmaster is a good table.... put in a Dyna, Benz, Soundsmith, Ortofon (they all sound different) and smile.

Turntable suggestion -- budget.. or not?
The VPI Traveler is a great sounding and solidly built table with great support from VPI.....you should look at that one. 
VPI Scout and Scout 1.1 Question
I had both, and the aluminum one is far superior...bass, midrange, and highs. I now have the ceramic coated one that is actually the same as the aluminum, but better looking (no hand/finger prints)
