6922 tube question
Unfortunately for you most of the qualities that you seek are those for which the Sovtek is generally condemmed, that it lacks any warmth. Personally I have not heard a 6922 with less warmth than the Sovtek but I'm sure there must be some NOS tube...

Power amp sensitivity.......
You might try exploring in line attenuators - there are fixed value ones and varible ones (like passive pre amps). Frankly though I can't see the down side to adjusting the volume of the 2150. Thats the normal way when you don't have identical amps.

FWIW if you are not using this pre amp in the balanced mode it is my understanding that you need not worry about biasing new tubes.

You might also read "Joes Tube Lore" in the FAQ on Audio Asylum. There is also a lot of discussion of these tubes - just do a search in the tubes forum under each type of tube. 
Carpet or hardwood floor?

What it is probably telling you is that a 150/300 (8ohm/4ohm) amp is what it takes to drive this speaker to its maximum output. I must tell you that I find this is a specification that is mostly meaningless and it used by unknown named speakers so...

In my room I'd probably select the Vienna Mahler and the Plinius, however in your room I would not want to commit to a full range floor standing speaker yet - I think you would have a lot of problems with standing waves in the bass due to room dim...

I have a simple RS Pocket Digital Multimeter, stock #22-179A. Works just fine for me - I use it in audio as well as general electrical applications. Its battery operated and easy to use. It has two basic settings - one for AC and the other for DC.
