+1 adg101. Purchase the Vandys and give the 8004 a try. You can always upgrade later. I do agree that the Rouge integrated is nice. Both have a phonostage. Is this a requirement? 
Advice on what preamp to select.
A used Audible illusions 3a would fit your needs nicely. It has 1600ohms output impedance however. What is input impedance of your monos?

If were in my budget I would audition a Neo 260 transport version. I read the review in TAS and like the build quality of those Simaudio products i have seen and listened to.

I do believe the tube pre/class D SS amp combo to be a great approach. Too many permutations possible across budget range to declare one as 'best'. Also 'best' is system and personal preference dependent.
