I think you may be able to buy a new 851C for $1500. The internal DAC is accessible externally for streaming purposes.

I see from another thread you have settled on the Dali Zensor 1s. Have you purchased them yet? If so have you tried them with the Jolida amp? 
What NAD amplifier to get?
Do you need the DAC that is provided by the 3020D? If not I would look for a used 325BEE which should run ~$200-$250 in good condition or a 326BEE for ~$100 more. What would the C350 cost you?  
Thoughts on my current system
I would make the move first. Then after listening to your system in the new room, after system positioning and room treatment as applicable,then make changes. Explore the newer file servers and DACs in the meantime for the hi-rez needs.

I agree with yogiboy, take the refund. Purchase a different integrated and a used external DAC.

I would have to say that my BEL 1001 MK5 (made in 2007) is the top component in my system.

As with tis49 and if purchasinf new, of the 3 you list I would purchase the NAD. However, the used Marantz 8004 mentioned by adg101 might serve the JBLs better. Do you need a phono stage?

You could look for a pair of B&W 685s used. Likely would cost ~$350 shipped ($650 when new). They are front ported and work well close to back wall. One issue is that they require power much as the aforementioned Dali and Elacs do. Many think ...
