Rega RB250 Versions?
I have an Origin Live Silver 250 mk2 and think it's a very good arm. I bought it for $795, before the price hike, and think it's a solid performer for the dollar. Leagues away from stock RB250s and 300s and definitely better than a rewired OEM250 ... 
BSR quanta 400 troubles
Gosh, this is an old therad, but since it popped up, what the hell! If I recall correctly, the BSR Quanta is direct drive. I'll betcha ten bucks that that big ol' motor under the platter made that Grado hum like AC-powered Regas, ARs, and some VPI...

A new needle for B&O RX2 turntable or get a new TT
For that kind of money, you could get a used Rega P3 with arm and an inexpensive cartridge, and it would probably be better than the B&O. Those proprietary B&O carts are too much money for the sound you get.

I agree, if you don't want to set it up, get the help of a dealer or friendly 'phile who KNOWS WHAT THEY'RE DOING (this goes for the dealer, too). No TT rig is infallible and will need to be set up at some point, even if it's just a simple adjustm...

Best tool for cartridge alignment?
I set up my Gyro/OL Silver/Beta S with a borrowed GeoDisk. They are back in production for around $50 if I recall. Works well enough. It's easy to use but not infallible--you have to make sure a certain line on the GeoDisk lines up with the tonear...
