If just the surrounds need to be replaced, I'd estimate $12-1400. A full recone of the woofers could cost $4-500 and if done with aftermarket parts would reduce the value, depending on the buyer. 

Cones don't deteriorate from storage. Foam surrounds can and do.

I had a pair of JBL L200 T3s for years. They are fabulous and inexpensive. Need to replace the foam surrounds is a common issue but it's an easy fix.

They are probably worth approx. $800 or so in good shape and are notoriously difficult to ship. The stupid plastic skirt on the bottom is the biggest problem but that can be removed and some other footer used.
