FYI: VPI HW-19 motors
Agree wholeheartedly with the Sims Navcom Silencers. I kept the lower aluminum band on and then threaded them onto the studs I screwed into the stock spring perches. Sounds far better than either the springs or the sorbothane! 
VPI SDS 45 RPM malfunction
It is easy to set the voltage drop. Just read the manual, 72 volts is too low to reliably run 45 RPM on my SDS as well. Try a higher setting , it worked well for me.

I respectfully disagree with bpaudio. Well type bearings such as comes with those older platters neee oil not grease. I have tried white lube in my TNT and it took forever to achieve a stanle correct speed. Inverded bearings need grease to prevent... 
Speed Control
You can also place it under a clear record album and play on top of it. Lucinda Williams' West and Blessed are both clear enough for this trick. I did not notice any difference in speed with needle in or out of groove.

VPI Inverted Bearing , Ball Bearing on the shaft ?
I've dealt with this before and the consensus is that the ball is loose. The shaft is rougher than the bearing surface meaning that the ball is held still while the bearing surface rotates.
