Speakers made for close placement to front walls
Any sealed box or front ported design is a better bet than rear-ported speakers. Several Linn and Naim models are specifically meant to go near the wall. There are many others too of course. 
If $ was no object what speaker would you buy?
Verity Parsifal Encore. Just right for the size of my room. SF Amati Homage not a bad match either, but the Verities are local. Loth-X Polaris a contender but a tiny bit oversized for the application. Ensemble Prima Donna unfindable. 
Upgrade order? Preamp, amp, speakers
Have to agree with Swampwalker's pithy statements.My own notion is that, all else being equal, it will be more fun to listen to the new preamp through the old speakers than vice versa, so I'd do the preamp first.

what conditioner to use with tubes
I found an isolation transformer helped my own preamp a lot. If you want to try it, get one with a fair amount of headroom, say double your preamp's wattage draw. It shouldn't make any difference whether the unit is tubed or solid state.
