Polk L100s - tube integrated recommendation
Audio Advisor sells Vincent Audio which also makes a hybrid integrated.  Another thought is to purchase a tube preamp to drive your SS amplifier since it seems to please you driving your Polk speakers.

Arcam CD23 worth saving?
I would look into the Cambridge CXC or the Audiolab 6000 transport to use with your DAC.  THere are better transportsd at much higher prices but either one of these  preforms very well.

Besides the Audiolab 6000CDT,
I can't speak to the Rega question however I do own the Cambridge CXC and it has preformed very well for me. Transports that are considered better cost much more.

I would stay away from the Emotiva player. I would go with Marantz or Yamaha if a CD player is what you want. The Audiolab and Cambridge transports are not CD players. They require a DAC. I believe this to be a good way to go, transport and DAC, ...

To better answere your question more info is needed. Have you optomized your room for playback? Which Rotel CD player do you own? Does it have digital output? Is there a priority betaeen vinyl and digital? What is budget for upgrade?    
To preamp or not to preamp. That is the question.
OK, you are looking for more gain for a secondary system with a 1K budget and willing to buy used. This is doable and I believe will prove beneficial. Now on to the search.
