Tube buffer or tube preamp
Tube amplification is tube ampification. Buffer, preamp, doesn't really matter as long as done well and has synergy with the rest. Both can yield results ranging from really good to poor. Ic used with separate buffer will matter also.

Rogue Audio two new integrateds Great or Same old?
Have never heard a bad piece from Rogue. Very good sound quality, always musical and easy on teh ear, and very good value with these products in general. I am impressed every time I hear Rogue amps.

What is the best sounding amp for Maggies 3.7?
I'd lean towards a good 80 w/ch tube amp like Rogue or any good Class D amp with 60Kohm or higher input impedance to match up well with most any tube pre-amp.Good tube gear upstream somewhere + Maggies is generally a good pairing. 
What is a very nice sounding tube preamp?
Can't go wrong with ARC. Many in your price range used. There is benefit going with a long time industry leader in tube gear especially first time around in case customer service is needed at some point.The VAC unit is very nice also.
