If it's a ground loop hum there is a pretty easy fix. To test if it's a ground loop hum, put a cheater plug on the amp's plug and see if the hum goes away.

Got the itch; where to go after Rowland Concerto?
The itch is never rational. I've owned a Jeff Rowland Concentra II, but not the Concerto. Try to find a VAC Avatar Super tube integrated amp. It should run about $3K on the used market, and I felt it ran rings around the Concentra II. 
Can 12AT7 be a substitute for 12AU7 tubes?
I wouldn't think so. The 12AT7 with a mu factor of 60 can be used as a replacement for a 12AX7 with a mu of 100. Probably too high for a 12AU7 with a mu factor of 19 though.
