Have you noticed as your system improves?
I usually listen at moderate level and rarely have to touch volume control, anyway. The better your system is the lower the distortion, more so at higher volume, so I would think you would listen at higher not lower level.

I got it. Humans are AI as well, we just don't quite realize it, so one AI will create another, same culture, nothing to worry about. Fusion still only works in a lab, barely. It's a long way until it becomes useful.

How cheap can you go and still be happy with the sound?
That's a bit extreme, at least in terms of price, that RTR deck. You can easily find $3k or so two track Otari in excellent condition. Or $10k Studer. They can still be serviced and repaired.    
Find the Problem
Dirty power, dirty records, dirty stylus. Something is dirty, or all of those. I personally used to have this from time to time, the cause was dirty power.
