It's possible the fuse got damaged in shipping from mechanical vibration. It's easy to tell if the fuse was damaged mechanically vs. was blown. Mechanically, the fuse element would be totally intact and just broke off. If the fuse blew you would s... 
Amp blowing fuses
Shorting across a power supply capacitor to discharge it is never a good idea. You can however use a 1K ohm 1watt resistor or greater wattage and bleed the voltage down.

I remember there was a guy by the name of Joe Bermudez involved in that company. The power supply design reminded me a bit of an Audible Illusions as well as some early C/J product. I fixed one about 10 years ago. Hasn't been back since.

It could also be a problem with the filament supply i.e. bridge rectifier, and not the high voltage supply. Hard to say without a circuit diagram.

I guess there was an impedance mismatch between your amps and your preamp. It sounds like either the amps were oscillating, i.e. motor boating, or the mismatch was forcing the preamp to oscillate pulsing the amps . That's the reason why the bias w...
