Obviously you have not properly set your software - which you haven't specified - to store your files in the proper places. Typically, actual sound files are not stored under "playlists," but only the path to those files.

If you are using the Qobuz app for Windows, you can go to your account  → settings  → music download. You can set your music to be imported and stored wherever you like.

You might want to rephrase your question. I don’t understand what you’re trying to do - Qobuz doesn't require "aligning" and I have no issues with playlists in Qobuz.

I do not think the issue originates your power company. I think @carlsbad's suggestion to test a Roku in your system is a good idea - it will help narrow down the source of the problem. Process of elimination.
