Buying new, but old speakers
The often cited 'Blue Book' is a farce. It reflects no real connection with the real world. The reported sales to BB are highly unreliable and reflect a shallow pool of activity. E-bay is a more reliable source, especially the last 30 days activity. 
ProAc or Harbeths?
Everyone's ear are different, so get a dealer to loan you a pair and audition them in your listening room. I am partial to the ProAc's since I have a 'British' ear.

Go Cayin. Great sound, great value, great service if needed. 
Turntable/cartridge/tonearm suggestions
Go VPI. Their sound is as good as any of the others plus there is in-depth support from the dealer and manufacturer. Did I mention higher resale value and support here on the gon? 
2 channel home theatre
A .1 is a must. Many great subs out there and it will add a great pick up in the sound of your speakers.

Good Sound under $500
I would agree with jrinkerptdnet, ProAc tablettes are a good choice. Also consider a used re-foamed pair of Boston Acoustics A40's. I have the 1SC's, tablettes and the A40's. All sound good with solid state, but I run the 1SC's with tubes for a 'w... 
Matching speaker to amplifier?
Years ago I asked ProAC which amps they used to test there speakers. Would not tell me, as they felt it was a matter for MI15, or a break in to the factory.

Please hear some of the Cayin stuff. Great sound, value and service. I have the 100, 88 and VAS I's. All should be considered. They beat Mac's. hands down.
