Audio Research Cheap as Dirt?
The LS3 is inexpensive but I owned one and wouldn't recommend it at all. Its sound is flat, timbre is monochromatic, dynamics are compressed, bass is weak and highs are grainy. It ranks as the worst preamp I have ever tried (and I've had a dozen)....

It does sound like they have different gain. If you can't find the gain, you can also use the input sensitivity voltage to get your answer. I seem to recall you can change the gain in the new Classe Delta preamps. I remember my old CP50 had this f...

No, it wouldn't be louder. In fact, I am willing to bet you wouldn't even use any of the gain in either one! Many preamps don't need to be set past unity gain for the loudest music level used. Exceptions are preamps with post attenuators or those ... 
Is it to much power?
If the X600 monos strike your fancy, by all means go for them. There are zillions of amplifier options out there so why not choose the ones you most desire? They won't be too much power for your Artemis unless you try to clip your amps but I doubt...

For HT, how important is extension south of 20 Hz?
I think it is more for bragging rights than anything. Although I have heard some systems with huge twin subs and it FEELS great to have such super low bass. But I personally wouldn't bother trying to be flat below 20Hz.
