Please clarify. I have been receiving offers for $ 0.00 for my items for sale. How is this possible?

Sometimes there is only a choice to Make Offer. I think people may post a low offer, just to ask a question. Ridiculous, but unfortunately may be the case. The personal aspect is no longer there.
