Ping, I’m not sure if this is helpful but I would use a circuit tester on your home’s outlets to see if they are wired properly. I also would call an electrician to see if your service panel is setup correctly, grounded, breakers ok etc. sorry you...

+1 Miller. However, I would do everything possible to knock down the length of those speaker cables. Even 25 feet long is crazy and IMO probably will have some negative sonic effect.

agree with Lowrider....the 7308 is terrific if you can still find them. weren't they a military spec 6922? 
An unusual problem
bass waves are so long that they penetrate easily. best suggestion I read was just go to headphones at night....harmony with your neighbor is important.

I'm a PrimaLuna man. I had to get over my aversion to Chinese made gear and all is good now. The build quality is outstanding, looks not offensive to me and I really enjoy the way you can roll tubes painlessly. It's a lot of fun and I've owned man... 
Audiophile LAN cables
IMO, shielded ethernet cabling is the way to go. Jetter, try a Monoprice Cat8 ethernet cable....costs very little. I swapped one in between my router and Small Green Computer Roon server. I honestly didn't hear any sonic drop off. It is a "thick" ... 
Tung-Sol 7581A......Wow!!
with my gear the 7581A does not sound "bright" at all but provides more tonal body and weight without loss of transparency or compressing the soundstage. I swing between these and the Gold Lion KT77s, which are more neutral tonally top to bottom.

Moe, were you  anticipating a response by Miller? To answer your query, I agree cultural tastes vary widely and factor in the age of the listener and we get tremendous variety.

unfortunately, bass waves are exceptionally "long wave" and really penetrate walls, floors etc.  I would have the neighbor over for a music session and discussion over what would be acceptable to both of you. perhaps headphones when he's home and ...
