I’m trying to figure out which crossover/ frequency device can best be used for biamping where a tube mono feeds Tweeter... The DBX crossovers work well.

The con is that you are only using half the amp and half the power. If your speakers can be bi-amped, you can do the same thing and be using the whole amp/amps, you’ll have a setup that will have twice the power (3db) and using all channels.  
How can you evaluate a system with highly processed music?
That is called the absolute sound.... yes that is very helpful, but you NEED to play the music you listen to. No good reason to buy a system that makes the music you listen to sound bad.   
Thinking about selling my Vincent 737
Your weak point is your loudspeakers. The Klipsch RF8000s are OK but you can do better. I'd keep the Vincent, it's a nice unit. Start shopping for something that sounds good to you. Upgrading your electronics won't get you much for your money.

When EMITs fail, they usually buzz but they are subject to total failure at times. Put a towel over the lower one and see if you can hear the upper tweeter.  
Kef Reference 1 Meta Impedance Puzzle
It’s a 2 Ohm speaker with no good reason.   It's not a 2 ohm loudspeaker. KEF lists it at 4 ohms. Many loudspeakers dip down to 2 ohms, not that unusual. The phase angle is pretty manageable in the low impedance region. It happens.   
Should headphones be plugged in when tube headphone amp is on?
Not sure what the correct answer is but there are many tube amps that have the headphone circuit running all the time and users do not have the headphones plugged in. The headphone section is not using the power amp section, or has added resistors... 
Crossover - hard to find for biamping
I've had good luck with the DBX crossovers, just be sure you get the one with the audio connector not the 1/4 inch jack.  
Why are these called 5 way binding posts? I count four!
I'd call it 3 way, bare wire, (in a hole or wrapped around) are the same damn thing really. Not the same if the hole is missing....

I think your number 2 list is the solution you seek. But you might try some KT-88s in the amp you have (I put Gold Lyons in mine).

That's going to be a small group. Lots of those have been scrapped for parts.

How fresh is the rebuild? Old solid-state gear will lose its smoothness when the caps dry out. Why bother with old gear, there is very good new stuff out there that will sound better. Rogue and Musical Fidelity come to mind.
