If your dielectric is heating up AT ALL; it's because you are not using a heatsink, or not using one properly. Something as simple as an alligator clip, attached to the lead between the component being installed, and the point being soldered, will... 
Do I need a phono pre amp?
Phono stages/preamps RIAA equalize the signal of your cartridge. If you did use another, going into the phono in of your preamp; your signal would be equalized twice and the results would not sound very good.

If all you intend to do, is eliminate a fuse: solder a large gauge piece of wire across the fuse holder's terminals. Replacing a fuse, with a piece of copper, just provides two more contact points, for corrosion to form.
