You can most likely use any electrolytic capacitor of equal or higher voltage rating - Mouser have several make sure it fits size wise and of course make sure you get the right value (uF) - also it would not hurt to use a 105'C cap they hold up lo...

'dimple' tweeter fix
Voice coil assembly can be dis-assembled from the back of the tweeter - VERY carefully these are fragile parts. You can then access the dome from the back and push it back into shape- if they have been sitting with dimples for a long time creases ...
