Try the Furman AC215a, it's small (2 outlets) and has the features erik squires recommends.  It's about $100.  
Limiting a full range driver
It's an 8" driver and it can handle but low frequencies without distress.  If you really want to set a low limit you should aim for a 60Hz or less.  Do you really want your 15" subs handling the upper bass region?

If you insist on getting a component too large or too heavy to handle by yourself, then hire movers to do the heavy lifting.  If you want to go all out you could even hire piano movers.

Build a room within the room and pay special attention to the floor isolation.  There are commercially available prefabs, but they will be pricey for the size you need.  If you have basic carpentry skill it's a DIY less than a week long project.
