Do you have cable tv/music as one of your inputs? If so try disconnecting the cable input and see what happens.

It sounds to me that you have made some fine choices which should serve you well. What speakers are you going to use? 
amplifier re-break in?
I am not sure what's happened in your amplifier, but, I feel that you should not be turning your amplifier on or off without the pre-amp already being on, and, in the case of a tubed pre-amp, already semi-warmed up itself (usually a minute or two)...

Steuspeed has the right idea. Quality of watts certainly beats quantity. Also, in a college dorm you may have restrictions on how loud you can play and when you can play your equipment, so as to avoid disturbing fellow classmates. With that though...

I was just checking, and, there is a nice little Arcam Delta 90.2 for $320, with a MM phono stage listed. This might just be the thing to take care of the buzzing amp problem and give you time to shop around.

Oops! My mistake. Both the Hafler Transnova and Forte Model 4a's are currently listed as sold. Sorry. It would be worthwhile looking for them, IMHO.

I would be interested in knowing the rest of your equipment and listening preferences, room size, etc. But, in limiting the response to just your question, a YBA Integra DT with phono stage would be a nice choice and should be available at around ...

Check out the YBA Integra DT version. IMHO. Great sounding unit. Very reliable.

I agree with Elizabeth's suggestion. It sounds like your source is probably too harsh (not uncommon with digital front ends). Try going through a good used, but cheap, DAC, or possibly MF's tube buffer stage and see if it makes a difference.
