Phono preamp/cartridge recommendations
I would split the money 50/50 on a good used cartridge and a used phono preamp. If you do your research you should be able to land some decent gear. 
So many new TT's at lower price, still better off buying used?
If you know the history and age of a table you will get much more buying used. Most audiophiles treat their equipment very well and have upgrade fever every few years so its not uncommon to find very nice equipment a few years old at a deep discount.

I’m sure Soundsmith, Vas or one of the other cartridge repair services will be able to help you out. I had my Sumiko Blue Point 3 done and it was better than new. Lots cheaper than buying new.

Some of the Soundsmith line is currently on sale as the line has been redesigned. I have the Carmen mk2 which is a great sounding cartridge. I am using a moon lp3 phono pre and Maggie 3.7i speakers

I have a Soundsmith Carmen mk2 and it is a great sounding cartridge. Many Soundsmiths are available at fabulous prices as the line has been redesigned.

I would add that I owned Emo 1l monos and then switched to a Parasound Hint and the difference was astounding much more musical in all area's more significant bass and less harsh highs with the Hint.

I would opt for soundstage, clarity and detail to get the cleanest music possible. Quality always wins vs quantity.

I have the Pass 250.8 and it's an amazing amp.It will take total control of your speakers and will give you plenty on bass and bass control. I've been using it with Maggie 3.7i and until recently with a sub. The sub died and I'm amazed at the bass...
