would replace both. there are 6 or 8 caps in the amp. four are coupling, two are added B+ filtering for the front end tubes. and 1 or 2 are bypasses on the main filters.

I may have the same amp you have. Depends on what you mean by better sound. The Chinese tubes are usually very detailed, but can be thin in the midrange. If you want more midrange warmth, would suggest the EH6CA7 fat bottles to replace your EL34s,...

agree with 1graber2, replace those stock tubes with NOS US or Euro tubes for a nice sonic jump. The other big improvement is replacing the stock coupling caps with Jensen or V-Cap Copper foil caps. tremendous hold your rear in the listening chair ... 
JAN / Phillips 5814A / 12AU7 Tube
Have been using some RCA 3 mica 5814As with nice results, not bright at all. Same with GE 5814s. have not tried the philips. You might also try some 12AV7s. they have a bit more gain than the 12AU7, but also have their own sonic signature.

the 200C and Cx ran the rails right at the voltage limits of the caps, so worked the caps pretty hard. May be in need of a recap.Both versions did offer lots of power...

Have the same amp, I installed new sets of the Mullard re-issue EL34s, very musical sounding tube. if you like a more open top end, may want to consider the EH 6CA7 Fat bottles. Nice tubes.

Steve, as for your ARC amp,  I would check for lose socket pins or cracked solder joints where the tube socket is soldered to the PCB. Both can cause a tube to red plate.As for the PL Dialogue, they are nice sounding amps too. Pretty bullet proof ...
