You forgot something. The acoustic energy that is flying around the room when the speakers are active. No footer, concrete floor etc will solve that, only an 'acoustic screen'. 
Cost to treat a room?
$700-900, assuming you buy used. As newbee remarked, the challenge is to find out what the problem is. Lastly, every room needs to be treated as perfect rooms only exist for perfect people, all can be improved.

Be bold! Buy a Sony 595 refurb for $60 from SonyStyle, shipped free. They will come get it if you don't like it. Little to lose, except hi-end mortification. The key here is to keep an open mind and not let your wallet tell you it can't be any good.

Where to buy a good quality wall wart
Look at companies that provide hospital grade electrical equipment. The requirements hospital's have are pretty tough. I have some hospital grade isolation boxes and they are great, with a low noise floor.
