Is this safe?

Depends on the size of the capacitors and how they drain. If you open it up and can handle the tubes without getting near the caps or exposed wiring, I wouldn't worry about it. To be safe use one hand and the other hand in your pocket (or the electric equivalent). For the real answer, call Line Magnetic.

Seeing as you are talking about a CD player and not a power amplifier with large capacitors, as soon as they are cool enough to touch would be my answer. I’ve done tube rolling with my preamp and never been zapped.

There is always the risk of shock, and with tubes there can be hundreds of volts lurking about. Has nothing to do whether it's an amplifier or a CD player, high voltages are just as lethal in either. 

The only way to know for sure is to use a digital multi meter to test the tops of the capacitors for residual voltage. Those silver relief  covers on top are conductive and can hold voltage for quite some time. And as russ69 states above, reach in with only one hand. This way you wont be grounded if your other hand touches the chassis, greatly reducing the chances of being zapped.

Then again, if the back plate says no user serviceable parts inside, do not open, or risk of electrical shock, then you are not going to get an answer from the manufacturer. Lawyers and stuff.

Changing tubes is not like handling a snake! Touch only the tubes! Heck, if you were nearby I'd do it for you!

Thanks so much for all the good advice.  I let it sit overnight, opened it up, touched only the tubes, and rolled in some Sylvania's, which are sounding really nice.
