If you have a PC laptop with a CDROM drive and DBpoweramp (a free app), you can already do this. You just need a disk big enough on the laptop to hold all of the content. I recommend ripping to FLAC format if you want all of the tags available, like Genre, Artist, album, etc.. If you want the very best quality, then rip to .wav files. If you want to add disk capacity, get a Terabyte size USB disk drive and plug it into the laptop.
Once you have done this, you have the choice of many different high-quality playback software, including Amarra, Jriver, Jplay, Audirvana, Foobar2K and others. Some of these are freeware. The best IMO is Amarra, but it is not free. Amarra also comes with some parametric equalizers, so you can tune out the bass resonances in your room if you like.
