I’m in the middle of rebuilding and modding my shunyata ps8 , so far I have installed 5 Rifa X2 Y2 Y2 caps with the leads replaces with mundorf silver gold wire, replaced the inlet with furutech NCF , internal 12 g wire replaced with furutech 10 g... 
Accuphase E650 XLR Input issues
One thought here is that Accuphase Input / output ( balance) XLR is wired differently then most , try a cable wired at the input side per below from accuphase website. 1, Ground  2 Inverted (–) 3 Non-inverted (+)

For me in my system I found three and even better four 18 g stranded silver wire sounds best , 2 is minimum even mixing a couple of 18 g with several 24 g sounds great just use more then one Entreq uses a few in each ground wire .

What is the most important component to consider while building a new system?
While not considered a component per se, the most important is the electrical supply , management. Without it you might as will buy a boom box and call it the day. 
Vibration control on power versus signal
Rubber bands do indeed work for me at least the issue is after a short time the rubber bands loose there elasticity or break or am I the only one experiencing this phenomenon.
