Vertical placement of line Conditioner: Any harm?
I don't see why it would matter for a line conditioner. Now those line regenerators are a different animal, and I am not sure I would do anything unusual with them.

How much do you want to spend for a CD player? One of the best bangs for your buck for a low cost brand new player is the $400 Cambridge Audio D500SE.

Hmm, used for $500. Not much. For Cambridge used do not overlook the CD6 which was $650 new. Still a great player used for around $300 to $350. (Spearitsound has one). There is also the Rotel RCD971 probably $400 used; and the Rega Planet.

Power Conditioner without grounding,does it work?
I think many conditioners other than filtering also work by sending the unwanted grunge and line noise out of the way by way of the ground. You may want to contact the manufacturer's customer service dept. 
This is bugging me
Check out the Monster Power Conditioners if you don't have one. The Cords on them are 14 AWG and are 8 feet long. The HTS2000 is even recommended by Stereophile. Then use a good regular length cord from it to your equipment.
