Why monoblocks?
The fact that the 120s had twice the power of the Classic 60 probably has more effect on the sound than whether or not the amps were mono Statman.

I would go with the Velodyne DD series. They are better than the SPL models. 
Are tone controls worth a second look ?
I suppose tone controls can be helpful in certain situations. But they do add distortion and phase shift that room tuning and other tweeks don't.

All such controls as well as balance add distortion to the signal unless they are done in the digital domain and then the chips must be of excellent quality. Sometimes the distortion is not noticeable.

You may have a short in one of your speakers.

It sounds like you are talking about connecting the sub to a power amp or an integrated amp.

All of them.

It'll work fine. 
Sub/Speaker Crossover?
I like to let the speakers run full range and cross the sub over around the roll off point of the mains. This way you don't get the sonic signature of the xover into the mains. You should of course listen yourself for the best bass in your room. 
Small Speakers for Small Room, Close to Back Wall?
Snell used to make speakers that worked well against the wall. Good inwalls with a sub is another good option.

I can't think of many worse things than living with a bunch of musicians.

When you think about it all cryo could really do is damage the tube since it is in a complete vacuum.

I second the Hippo. The Dutoit Planets is also a good one for the sub as well as the Telarc Firebird.
