Preamp differential tube gain (12 db gain) - whats this mean?
It tells you how much gain in the pre-amp section. Too much gain mixed with very efficient loudspeakers and you might be able to hear some noise. Quality of the signal is not related to gain. It's so you can match sources with your amp/preamp comb...

500 million is a lot of money. I'd selling everything I own for 500 million and would not look back. If he sold for 1 million, he'd be a fool but at 500 million I can't see a down side.

...most tube pre’s have high gain so noise is an issue. I am running 12db attenuators which remedies this.... Nothing wrong with this. Although 6 db might be enough but as long as you can get the volume you need/want it's fine.

How about a Rogue Pharaoh II Integrated Amplifier? Tube front end with a class D power section. Plenty of power to get the Klipsch pumping. The pre-amp tubes will last a long time.   
Default standard for speaker "sensitivity" measurement listings? Anechoic? In-room? Other?
There is no standard. The measurements are often more from the sales department than the engineering department. Just use as a rough guide.   
Dolby noise reduction
it was on 15 IPS with DBX. It was fabulous with no trace of tape hiss and superb dynamics which totally blew away Dolby D. Back in the day, that was known to be the best playback system.

Integrated, after that the next step is separates but you'll need more budget for that.

I'm not very smart for a deaf guy. I have 6 working systems and a bunch of tube amps in storage. I'm still not ready to sell off my stuff, I still have one good ear, LOL. My stuff is not a burden to me but it might be for my heirs....LOL. I won't ... 
Sound System on $10K Budget
with a matching center channel for tv... then a decent av receiver Oh please no. 35+ years of audio, had 100W receivers, etc, they clip, and distort , don’t waste your money  You are right 100 watt receivers are crap but a 25 watt tube amp ...

Carpet and putting your loudspeakers on the long wall are all you need. Try that first before you do anything drastic.  
Sound System on $10K Budget
Pick your loudspeakers first then you'll know what monies you have left over for other stuff. Don't discount good cables, a 10 K system can definitely benefit using decent cables.  
Many CDs, no CD player (a question about ripping CDs)
I don't know crap but you can make an exact disc copy in DOS. The music services use a different format some better than others. I still use CDs, nothing is better than the original source.
