I have to agree somewhat with George. Although, not in the same league as his space, I’m in the basement too because it sounds so much better with concrete walls and floor.   
Dust cover up or down?
Off. It literally opens up the sound when it's open or removed. If you don't notice much of a difference, you need better gear. Bottom line: If you don't notice much of a difference

I too have a slate plinthed rebuilt 401 with aftermarket idler (Artisan Fidelity), platter (PAC), and SPH bearing. I don’t have a power supply. One inexpensive tweak that really helped open up the mids/highs was to add 3 x Nobsound springs as feet...

I know what you mean. Post-Waters Pink Floyd fans are even worse. Don't get me started on the mono crowd.

Adding to what @dover said, its performance will also depend somewhat on your MC phono stage or SUT.
