Best Phono Preamp for budget system
I think your system is nicely matched. Don't pursue the holy grail, enjoy the music. If/when you choose to upgrade I agree the TT is the weakest link. YMMV 
Help me Choose rega P5 or Michell Gyro SE
There's a review on the web of one of the audio gurus reviewing an entire Rega "system" from P-5 to Speakers. He liked it.I love my P5. I'm not into tweaking, so it's a set it and forget it (with the Exact II Rega cartridge). I like that; I'm into... 
I want more from my Rega P5
it makes a significant difference. The P5, without the PSU, sounds closer to a P3. 
Best turntable for easy setup and no maintenence?
Start with the base P5 for about $1300.....add the Rega Exact cart (their best) for $550........if you can't persuade your dealer to hit the $1500 price I'll be surprised. Then, in the future, step up to the PSU to electronically control the speed... 
Lehman Black Cube or Grado PH-1 Preamp
I bought a Lehman SE here on A'gon used; I think they usually run 400 - 450 used ..... I recommend the SE; it's all the preamp I'll ever want. Joe

I've had a Dual 604 and am now using a Rega P5. I'd vote for the Rega.....newer engineering, plus repair and parts available as Tapashead notes. Good luck 
How much of the front end depends on the preamp
cube SE from a fellow A'goner......now I'm waiting (impatiently, of course) for its arrival to see what a differance it makes.It "may" be a bit of overkill for my system, but I'm much, much more into listening to the music than tweaking my toys......

Technics Turntable question
I used an empire 2000 III in the 60's. It was OK, but I upgraded to a Shure V 15 and enjoyed much more of the sound. You might consider a Shure or a Grado at your price level. I think either of them would beat what you have and be very enjoyable.

I agree with the Rega as a good place to start. I auditioned the P3 and the P5 extensively before choosing the P5 with Rega Exact cart. and the upgraded PSU.....it would fall nicely within your price range. And, added benefit, you may not need to ...

YMMV....I've listened to the 2ce's, the 2ce signatures, and the 3's. I bought the 2ce signature - for my $ they sounded the most uncoloured of all 3 - all you get is music.
