Best pre for MC275 amp
The C22 re-issue from the 90s is also a good choice. My MC275 SS is hooked up to one,using the balanced outputs. I like the look better than the C2200. 
Best small intro to tubes?
Try a McIntosh MAC1500 receiver. You can find them in the under 1K range for mint examples. 30 wpc. I have one hooked up to a pair of Vandersteen 1C speakers with excellant results in a 22 x 15 room. PLENTY of "tube watts" !!

Recommended amp to drive Paradigm speakers
I used a McIntosh MC275 on the 4 ohm taps with excellant results for my Studio 100, V2 speakers. 
Best speakers 2,500 can buy.
I second the vote: Vandersteen 3a Signatures, used. 
Paradigm Studio 40 v2 or v3?
The V2 is less harsh than the V3.

Any risk in refinishing the speakers?
No. I've done a few rare ones myself because I didn't trust, or want to pay the price the "pros" asked. The came out perfect and played the same as before. Go for it.

I'd go with the HCA1000A. MUCH better for only a smaller increase in $$$.

I have a nice pair of Rectilinear III speakers from 1970.They have a nice, natural sound, go plenty low without boom and are non fatiguing in the upper registers and this is when driven with late model Parasound products. I have a pair of JBL D35s... 
cartridge on budget table?
I find Shure V15s of various vintages turn up at flea markets on old 'tables for 5-20 bucks. I found a Type III that didn't even need a new stylus that way. Sold off the 'table for $20. Can you beat that on a budget?
