Suggest the VS60/ LS17 combination. I think you will find it's will sound better. I assume the Proac D38's are 87-89 dB/1w@1m.

Those amps don't usually sound harsh. If anything they sounds soft. How old are the tubes currently in there? When was the last time you had them serviced? G

First off did that tube arc? Are their any burned resistors around the output tubes? Was it always drawing this low bias voltage, or did this just happen? If no resistors are burned possibly swapping the outputs might help to diagnose the problem....
