As a prior owner of the 1.5's, I would suggest that you look to speaker placement before making any further changes. Check out the excellent instruction on the Audio Physic website. 
New Phono Pre-Amp
If you look long and hard enough, you might find the EAR 834P at that price...it's a cut above the units mentioned thus far, and has that "tube magic".

I'll have to agree with Jason. Of course, I don't think Telefunken made a bad tube. They're definitely the cat's meow when it comes to the AU and AT. 
Cartridge suggestions for Rega P9
The low output MM/iron Grado Reference line sound fantastic on the Rega tables. You'll need a spacer ring, but it is cheap and simple to install. 
best used amp for 300- 400
I'll second the recommendation for the B&K amps. I you shop around for a ST-140 or ST-202, you'd be able to come in under your budget, and with a nice sounding amp.

Just be sure to get your tubes from a trusted source, like Upscale Audio...they thoroughly test tubes prior to selling to the end user, so a failure is unlikely. Meadowman, does VTL test the tubes that their vendor/s provide?
