Tube Preamp for Pass XA25 under $3,000
I would suggest an LTA MZ-3 or better still a used Herron VTSP-3A. The Herron will mate well with the Pass and Harbeths providing a light touch of tube magic but very low coloration. You can often find one within your budget. Good luck!

What's your favorite $5-7000 turntable?
I really like the Feikert Volare which can handle one of the higher end Origin Live arms like the Illustrious or Conqueror. Compact, well built, sounds good. Not sure if the Pure Fidelity "E" series (Eclipse or Encore) can be had within your price... 
VPI turntables
The bulk of your performance gain will be with the 3-D arm. I replaced the JMW-9 with the 10.5 inch 3-D and things got much cleaner and more organized. Then moved that arm to a Prime chassis and saw less improvement than I anticipated.
