New to Turntables
I’d start with Option 1. Either way, the turntable is still designed to be grounded in the original manner, (I believe). Don’t reinvent the wheel unless it’s absolutely necessary.

There's probably not an insurance company, but rather Fedex opting to be self-insuring. I'd probably mention that you'll be talking to an attorney. 
New to Turntables
Turntable grounding is somewhat unique, and should go to that labeled screw at your phono input on the Yamaha. It doesn't have a thing to do with anything else. 
Lightweight tablet suggestions
IPad Air, just bought one a few months ago, and like it a lot. Might be bigger than you're thinking, at almost 11".

If there's a chance of future flooding, I'd put down LVP, which stands for Luxury Vinyl Planking. Looks similar to the various Pergo products, but is solid vinyl, so water proof. After that, soundwise, do what you need to do to tune the room.

Biggest bang for the buck would be a Grace Digital streamer I owned. $175. 
Luxman 590axii ventilation
trent, without knowing more, I'm inclined to tell you to look for different cabinetry. Easy for me to say, obviously. It's a stupendous amp, but needs adequate clearance for cooling.

I own the L-590. An inch isn't enough, in my opinion. I have 2" above mine, plus open sides, front, and back. I'd like to have more space above it. It doesn't get hot, but more free air would be better.
