Speed monitoring is probably not necessary as long as there is sufficient motor torque.  Reduction of the voltage to the motor will reduce the pulses in the belt drive.  THAT is the real issue.  That can be addressed with a small variostat.  No sp...

Go with all Herron Audio.  I haven't heard anything better.  IMO, VTPH-2 phono stage is as good as it gets, I haven't heard any line stage better than the Herron VTSP-3A (r03).  Amps are extremely good.  No coloration, no distortion.  Just the music. 
Preamp choice for a Dynaco ST-35 amp
The Dyna is a good choice.  But make sure the preamp is fully warmed-up, a full minute or more, BEFORE you power up the amp.  And make sure you power down the amp and wait 30 seconds or so BEFORE you power down the preamp.  The PAS 3X can shoot so...

Which pre should I choose?
My current preference is a Herron VTSP-3A (r03).  It is rich and full in tone and harmonics.  It is also quite dynamic and time alignment is as good as it gets.  I have heard nothing better.

Opinion....I have wondered for some time whether silver contributes to a resonance in conductors that results in it’s particular coloration that I hear. It may not interact with equipment I haven’t heard. Some may like what I think is a coloration...

joey_vMaybe that's why they make different kinds of cables.  But my opinion stands.  I have never heard a silver cable I could live with.  YMMV.

Ortofon 2m Bronze in a Jelco 750D?
The SA-750D is a very good arm and worked quite well with a Lyra Clavis da Capo.  Not sure of the mass, but the Lyra is pretty demanding and requires a high mass arm, IIRC.
