^^ next time that happens and you have to send the amp back, have the manufacturer fix it so you don't have to do that. That's nothing to do with high end audio and everything to do with poor design.

I would see this as a bigger problem with a solid state amp, simply because when the power comes back on, it will be possible to thump on account of the preamp.Most tube amplifiers should take a power outage in stride with no worries- I know ours do!

How do you know when to replace tubes
I would check with the manufacturer prior to replacing a 6550 with a KT150!If the filament considerations are tight on the power transformer, it could lead to failure. 
Tube Bias issue.
If the bias is fluctuating, it is likely due to noise in the circuit, if OK in triode mode.Its not likely to be influenced by speakers.If there is a bias control, it might be worth cleaning it with the contact cleaner as well, then working it back...

If you can find a 100V unit, there is a simple method of making them work on 117V without an isolation/stepup transformer.That might open up your possibilities.

You might want to get a sound pressure level meter so you can be sure both amps are playing at the same level. First Watt amps don't make a lot of power relatively speaking. My money is on the First Watt as being the better sounding amp within its... 
How do you know when to replace tubes
Heck, almost any triode power amp can log 10,000 hours on the power tubes, the exception being the 6C33. We had one of our amps log 22,000 hours on the power tubes before we finally had to replace one (there were 16 power tubes in that amp, FWIW...).

If the bias is OK in triode mode and without a preamp attached, then we can assume that it is not noise coming into the amp from the preamp.We can also assume that its likely that its not noisy driver tubes.This leaves the switching means itself. ... 
Tube buffer ???
How would you use the tube buffer to help your phono sound?? This does not make sense to me. 
How do you know when to replace tubes
A tube tester is always a good way to tell.In our gear, it tends to move towards a sleepy sound if the tubes are shot. 
Looking for Tube Pre-Amp Recommendations
Zd542, We've had that model of CJ preamp come through here for repair in the past. It was pretty quiet- I don't see noise as being an issue with Duke's speakers.
